I applied a patch to the 1.0 version of ISC DHCP, which prints out the
client identifier or something or other, found in the request packet.

I got that patch off this mailing list about three months ago.

When I ran this on our RAS-infested DHCP server it gave back the
NetBIOS name of the hosts with RAS enabled.

Then you can look those up in the NetBIOS name server with nmbd, and
get their IPs.  At my company we generally set our NetBIOS names to be
the asset tag number of the machine, which offered another route to
finding the culprits.
