:) Yes I knew that this is your point, but again there could be many cases.

When you get all factors (i.e. time for development, required money, etc.)
after a calculation it could be more profitable not to become ICANN
accredited. What if right now you start getting 5000 unique visitors
per day on your web site where you resell domain names? Will you start
your own development while I believe you are busy with other projects
at the same time? :) Such investment (ICANN accreditation, own
development) in that case is too risky as the next day these 5000 visitors
could become 100. :)
