Right - we thought long and hard on this one. We basically did want to 
allow people to say they do not want to renew, and not be bothered further.

True - but the odds of them not sending any renewal messages, and having 
manually configured the save message to no are quite slim.

We have to assume that RSPs are responsible. We do architect against 
intentional RSP nastiness where we can, but in this case we felt that we 
could draw a line closer to "trust the RSP" for a number of reasons.
