Not always... Perhaps it must have been put on hold?
What does on hold mean, *exactly*? It seems not all domains that
expired at NetSol are on hold. I got away with transferring one that
said, before the transfer (I saved the whois on Sep. 20):
---
[internic]
Registrar: NETWORK SOLUTIONS, INC.
Whois Server: whois.networksolutions.com
Referral URL: www.networksolutions.com

[netsol]

Record expires on 19-Aug-2000.

And now:
---
[internic]
Registrar: TUCOWS.COM, INC.
Whois Server: whois.opensrs.net
Referral URL: www.opensrs.org
Name Server:

[opensrs]

So I transferred it a month after expiration (time ordered, according
to resellers.opensrs.org: 09/20/00 04:49:02 AM). Was I just lucky?
And a question for the real experts: What happened to the one day
(August 19 > 18)?
