No, that body is the Department of Commerce, at the advise of ICANN.
NSI's only role is as the operator of the a.root, which they manage on
behalf of the Dept. of Commerce, who directs what goes in it.

And there is a contractual obligation for the NSI Registry to be
totally split from NSI.
