Ideally though, any registrar who is taking advance registrations would
check the CIRA database first and find that xyz.ca is blocked up by the
existing xyz.on.ca and not even take the application in the first place.
(/me pot/kettle/black though, as we only started doing this in real time
last week, so we had to issue a few refunds prior to that)
