Yes. An advance registration is nothing more than a hopeful order at this
point. More to the point, even if you, as the owner of xyz.on.ca NEVER want
to upgrade to xyz.ca, no other registrant can ever have it anyway.

Yes....At this point, neither you or your client have anything except a
hopeful order. The owner of thunderbay.on.ca actually has claim on
thunderbay.ca, should they choose to upgrade. And, as noted, even if they
don't, nobody could ever get thunderbay.ca anyway.
