The CIRA docs state that place names, provincial, city, etc... are 
'reserved' words and not available for registration. Currently 
though, their system does not automatically 'deter' the attempt to 
register these names.

So if you are attempting to register 'placename'.ca, like the hords 
of people trying to get Canada.ca... good luck :-) My guess is that 
some will slip through the cracks, but eventually they'll just turn 
around and yank them from you. After all, according to the CIRA 
agreement, they can revoke the name for 'whatever reason they desire'.
