As long as RSP's have the option of "opting out" -- this this shouldn't be a
problem. RSP's who do NOT want their end-users contacted, should be allow to
request it.

Even if 80% of RSP's opt out -- it still gives everyone a large end-user
base to sample from and obtain surveys..
