ICANN rules only say that it must return data that it is authoritative for, I don't remember any mention that it cannot provide other data as well. Unfortunately, there ARE situations where OpenSRS's server will return proxied data that it should have been authorities before. However, this too has been dealt with over and over, and last I recall, OpenSRS wasn't interested in fixing this behavior.
