He is referring to if they open it up, some RSP's will think "if you can
delete the domain, you can refund the registration fee".  If the domain
deletion happens more than 5 days after the domain was registered, the
regsistry offers no refunds.

Make this function available only if they can provide the username and
password for the profile, then put the domain until a 5 or more day
registrar-hold and if no one complains about the domain not working, send
the delete request to the registry.
