Because filing and fighting a case in Canada from the US would be
quite expensive.  This is a loop hole in the UDRP that lets the
complainant select a most expensive forum for the filing of the case
where possible, that makes it near impossible for a bad UDRP decision
(and there are many many of those where they would never have even got
past pre trial stages in a court room) to be reversed or blocked by a
court of law without losing the rights to the domain in the interim.
