In the UK at least, it's fairly usual for the ISP to be Tech, Admin and
Billing contact on Network Solutions domains, on behalf of their customers.

That being said... I think most domain owners have control of their
admin email and are themselves approving the transfer requests. If
they don't approve it, it doesn't go through. The reason they approve
it is because they are getting a better service at a lower price
(IMHO).
