The problem here is that they could just request "a notarized statement from 
the registrant" for *each and every* transfer - and they would probably do. 
That's actually not easing the current practice but enforcing a more grim way 
to stop transfers. Unless they agree to only question a certain percentage 
(let's say 1%) of transfers. Under this agreement they could simply block ANY 
transfer and load additional costs on the support department of the 
respective Registrar.
