mmmmm.... unless we're understanding the question differently,
that's not right/

I can DEFINITELY tell you that this snippet served through SSL 
works fine:

<frameset rows="*,0" border=0 frameborder=0 framespacing=0>
  <frame src="http://unsecured.netmar.com/whatever.html";>
</frameset>

We do the above for every domain registration.

The problem (if this is a concern) with that is that the browser's
security icon is not highlighted (the lock on Netscape).
