This assumes that ccTLD namespace is a national resource.

This is not the case, nor has it ever been.  It is a private
namespace, managed by contract, by private parties.  There are some, a
great minority, of ccTLD arrangements that include or involve a
government agency, but they are few and far between.  Most do not
involve a government agency in any fashion.

That said, all the NAFTA talk is moot.  NAFTA only means that the
governments will not impose restrictions on what parties can do with
regard to trade with each other.  It does not in any way OBLIGATE them
to do trade with each other, or mandate that a company sell its
products or services to people in the other countries.

In otherwords, this NAFTA talk is a waste of everyone's time.
