I think he was assuming that the CIRA HQ is in Quebec therefore if they
separate, CIRA will go with them. Of course this is ridiculous. Federal
agencies in Quebec will simply re-locate to elsewhere in Canada. Also, IIRC,
the actual registry is in BC, so we'd just lose the bureaucrats. ;-)
