Regardless of culture or the fact that the state abbreviation for California 
is the same as the country abbreviation for Canada and has been for longer, 
the fact is that CA is the ISO country code for Canada and is recognized as 
such by over a hundred countries world wide. ICANN assigned to all countries 
that have an ISO country code their own TLD. Each country can then do with 
that namespace anything they please. End of story. NAFTA does not require me 
to sell any product to anybody. I choose who I sell my products to. 

Here's an out-there scenario. Imagine I know somebody in the US who is 
notorious for commiting CC fraud so I refuse to sell to him. Then he says 
"but NAFTA requires you to sell to me because you are in Canada and I am in 
the US"... how ridiculous. A sale is a contract and I am not forced to make 
contracts with people because of NAFTA. Neither is CIRA. 

CIRA set up their rules and that's that. They can sell to whomever they 
choose.
