Here is the official response, from the registry, pulled from the contracts
available below:

The ICANN-Afilias contract says "a Registrar must provide a copy of the
transaction identifier information to the domain registrant, who will need
this information to request a domain transfer through a different
Registrar".  (Appendix C, Section H, page 3).

In addition, in the ICANN-Afilias contract, Appendix F 3.10, it says:  "When
transferring sponsorship of a Registered Name to or from another registrar,
Registrar shall comply with the requirements of (Appendix F) Exhibit D."
You may want to read Exhibit D for more details.

We'll be adding something along these lines to the transfer pages for .info
domains today, and start attempting to get this into the transfer emails
shortly.
