Don't misread what you are seeing.

A number of resellers offer free domain transfers - the customer only
pays for one year of regular domain registration.

This is "marketing speak" and is very common. There is no additional
charge for domain transfers, therefor they are free. The only thing you
pay for is an additional year of registration.

I've seen some registrars who actually charge a fee to transfer the
domain in addition to the domain year - or transfer a domain free with
an additional domain year added (two year registration).

The way you sell the service is entirely up to you.

Now if you were to offer a "free" transfer with one year of domain
registration included (since you can't transfer without it), than how
would you make money off the client? You would have to keep them for
another year's renewal, or charge them for something else, yes? Unless
you kept their domain hostage and did not them transfer until after they
had renewed another year with you, you might simply be out a whole lot
of free domain years with this strategy...
