The RSP ends up eating the $100 and the thief gets
to keep his domain name

I am probably opening up a can of worms that has already been opened on
this list and I admit I don't have much experience in this area but I will
say that I can't believe that is true if it were taken to court. However,
in the real world I understand that it is not feasible to take someone to
court for a hundred dollars but arn't there lawsa agianst this in most
countries. Don't the police want to hear about this type of fraud? Again
maybe I am naive but I can't believe the person would be able to keep the
fraudulently purchased domain name and use it for ten years openly when
everyone knows it was purchased illegally. Is there not some way to gather
all these incidents together and have somebody "deregister" the domain
names? How could the person protest against this when it was an illegal
purchase in the first place. I just don't see how it could work for the
perpetrator.
