A motion was passed at the board about a two months ago. At the next rule
change (it takes another month or two for the rules to take effect) that
will change the responsibility for renewal notices.

When the rule comes into effect the registrar (in this case OpenSRS) will
send out the renewal notices.

This was based on feedback from registrars and registrants and we hope
will make people happier.
