Yes, and valid e-mail addresses are very useful for only two purposes:
1. modifying the domain
2. spamming

If the tech contact can take care of (1), who cares about whether the
e-mail is valid or not?

No, it's about on-par.  Actually, it could happen, but would take some
work.

1. register domain with valid e-mail
2. send registry modify request with invalid e-mail
3. confirm modification.

If you want to use the ctc_second_email field, I would suggest having that
prefilled with the tech contact...
