As far as I know, you will have to consult with Verisign.

This is roughly the procedure (we had similiar case not so long ago):

1. You write/mail to verisign that you are unable to transfer the domain
because ISP is closed.
2. Verisign shall try to contact the provider (by sending a letter which
will be retourned if ISP has closed).
3. Based on that Verisign shall change admin contact to the one you would
like, but!!! check who is registrant (is it costumer self?) because they
will have to confirm that the change should be made accordingly.

This is official explanation from Verisign and as everything else is quite
complicated and time consuming... I suppose/hope that there are some other
solutions?!

An ISP (now closed) have registerd a domain using your own e-mail
address. The customer cannot use this domain and cannot change dns and
so. I have written by email and fax to melboruneit without any reply (I
have ticket number dated february 28 and the fax confirmation).
I have already tried to transfer this domain under opensrs but obviously
without success because the admin-c email probably are not longer valid.
Anyone know how I can make changes at least to admin-c email address ?
