While we're talking about Melbourne-IT/inww I recently came up against a situation that I am wondering about. Melbourne-IT has an agents program (probably inferior to OpenSRS) as well but it appears that they give their agents more power than I would expect is allowed. I sent Melbourne information that a client was livid with their agent and wanted to know the procedure to remove them from having access to their domain as well as the "manual" process to change the admin email. (i.e. using ID & Fax verification as opposed to the whois admin email info.)
They didn't respond to me OR the registrant and just sent the email verbatim to their agent. Their agent DID furnish us with the UID/PW for their management interface (again infinitely inferior to manage.opensrs.net! :) from which we changed the admin contact info to showing another email address. Then when we put in for a registrar transfer to OpenSRS I didn't receive any verification email to my email address. (It had been used as the new admin contact email.) It just magically transferred after about four days. In conversation with this agent he told me all transfer requests come to him for domains he's registered and he gets to ok them or not! He wanted to get rid of this client anyway so he okayed the transfer but as a general thing it seems that this gives the agent power that they really shouldn't have. I am lead to believe that there is no mechanism for the client to deal directly with the registrar... they are all forced to deal with the registrar's agent. Very interesting, but I'm also wondering if those who know more about the responsibilities of a registrar can tell me if this is actually improper conduct in accordance to how ICAAN feels a registrar should be structured. Let me know.
