Verisign has already stated however that they don't believe they need ICANN's permission to so this, but while reading the report above, it appears to explain why other Registrars are starting up their own Drop Services right now - even if the WLS does get approval. Verisign may be forced by ICANN to provide extra dispensation for other Registrars who offer drop services - not just a special deal for SnapNames.
