Yep, A few downsides are immediately obvious, from the registries part:

- a more complex billing system
- time invested in a project that wouldn't earn them much (if any)
additional revenue
- additional complaints when a registrant doesn't synch up one domain that
he holds, and it expires when he doesn't expect it

The last would likely be the most imporant from the registry POV.
