I have a customer trying to transfer a domain away from Verisign, which 
keeps getting rejected. The domain expires September 1st. The customer 
called Verisign and was told that according to ICANN regulations once an 
invoice has been sent out domains are non-transferrable until the 
invoice is paid. Is this actually the case, or is this just the usually 
Verisign bull?
