I had a transfer declined today and I also got no e-mail notification
about it.
I log into RWI several times a day so I saw it under Declined Orders but

still have not received any mail from OpenSRS about it.

Failed transfer messaging (the failure messages sent to resellers) still

appears to be broken, despite the Oct. 29 fix.

I *am* receiving messages when a transfer is declined because of 
"Transfer timed out waiting for owner approval". But for over a month, I

have not received any notification when a transfer failed because it was

declined by the registry.

If it helps OpenSRS, here are a few examples from the last three days:

7877324 - failed due to lack of owner approval, did receive message
7856824 - rejected by VeriSign, no message 7847469 - rejected by
register.com, no message
