Obviously, restrictions such as "you can't register domains for speculation and then delete them", or "you can't delete more than X percent of the doamins you register" are reasonable (that's what I was referring to as abuse). The important non-restriction from my perspective is that this needs to be something I can do without the registrant confirming it or having the opportunity to veto it.
