Spoke with Mr. Cohen of the FTC this afternoon, and thought I'd pass along the
current news.  The Dec 23rd date was the date the order was filed with the
court, so it was not in effect at that time.  It was signed by the judge last
week, so some things are now in effect.

DRoA should not be sending further solicitations that are not in compliance with
the order.  It was not clear if this applied to resubmitting transfers that
were gained by existing solicitations.  They have 30 days for complying with
some other provisions of the order such as posting a link on their site for
providing refunds...
