What do you mean by "right when students have to make a decision about
where they're going to attend university"? Couldn't you just publish it
at any time? If I recall correctly, this is college application writing
season, but school courting is an ongoing process that can take up most
of high school for some people.
I think such a list would make a nice splash almost regardless of
timing. I say get it out there whenever it's ready.

So far we have USC and UH at the top of the list, but it's going to
take a bit of research to find it out about other universities out
there. We're planning on publishing it right when High School seniors
have to make a decision about where they're going to attend university.
We're probably going to do a call for comments / public question thing
and hopefully get people to respond via digg / slashdot / bb.

It would be great if someone would start systematically finding out if
universities restrict their students' access to their own work and
documenting the results on e.g. wiki.freeculture.org so others
can
contribute to the search.
I think I've before wondered about having an archive of schools with
particularly freedom-effacing IT policies. Both would surely be
useful!
