That was precisely my point. Had the author led off by saying that this was the division of responsibilities that made sense in his mind and environment, I would have no issue with it.
Instead, the article features bald statements like "This framework comprises the competencies a UX professional or team requires" (with the implication that no others are required). It's just the sort of thing that can get easily misinterpreted by readers outside the field into a definitive statement of what it is to do UX work.
