I agree that this is silly, although it may be for different reasons. Personally, I have found that people don't always make the leap from paper sketches to the real experience of using the UI. Not to say that you should always present a final design, but sometimes I think it is better to present a design that at least looks halfway real.
How many of us have ever used a system that looks like a paper sketch? As usual (always? ;-) ) , I don't think an "always" answer does the situation justice....
