I need to define how I see design inorder to reply. Design is such a vague term.
To be a good designer you need to know how to take the vague and make it substantial. You need to be able to start from infinite possibilities and find the best one which fits your projects constraints and requirements. This is not a talent, this is a skill you learn. The Art and Design programs are a great way to learn this. But they are not the only way. My background was in mechanical engineering design. But I consider myself a rarity in this field. Engineers are usually more interested in building things. So I would say most engineers have the design skills to do this, most just have no interest in learning all of the other skills necessary to be a good interaction designer. They would rather focus their design energy in building things then working throught the possibilities on what to build.
