When there is one on the project. That's the problem. In many cases  
where this occurs, there is no IA there to help construct a structure.  
So, it's a kind of free for all, which ends up creating a continual  
hunting and pecking approach.

One solution would be allow the company to quickly and easily ghost  
structure an existing project to help with the problem. Couple that  
with some suggested "common structures" or template structures and I  
think you've got a much better solution

There's always information architecture and it gets done w/ or w/o us.  
It's just that in this case, the IA is typically poor.
