This sounds very much like the definition of design that Victor Papanek (one of the first people to advocate a holistic vision of design) came up with about 30 years ago:
"Design is the conscious and intuitive effort to impose meaningful order." Papanek also makes another statement that I think hints at the futility of all the "defining the damn thing" conversations that have been transpiring on this list: "Design is the patterning and planning of any act toward a desired, foreseeable end... any attempt to separate design, to make it a thing-by-itself, works counter to the fact that design is the primary underlying matrix of life."
