I agree with your characterization, Dave.

In the methodology I use (LUCID) I treat the "prototype" as a model
which goes through stages of refinement as the project progresses.

I start with concept sketches, these progress to wireframes, the
wireframes may then be linked together, I might add a visual design
and sometimes have it recoded as a clickable prototype or bitmaps. 

The decision as to how far to go depends on the purpose and how
important it is for the customer to see the product in a form that
reflects the final product.
