Hi: Never liked the term "offshoring" as it implies sending something out to be done for cheaper OR that the countries that work is being sent to are seen as "cheap" -- When in fact there is some superb and quality work being done in those markets whether that be India, China, Hong Kong, Japan, Philippines (to name a few)
Perception plays a huge part. I do suggest that there is a real benefit to conducting specific user research activities in a local context to better inform a product around local needs. Sometimes a piece of work can be handed to a local UX team to do it and sometimes it needs careful management and mentoring from a central team (based in the US or Europe etc) on what we want to find out and how it fits into an overall strategy.
