Perhaps "advocacy" in one of its forms would be better?

Also, if people object to "Public Relations" as a position, perhaps a 
"Public Information Officer" would be better?  Although, writing that out, 
it sounds a bit 1984-ish.  :)  That's the official term used in FEMA's 
incident command hierarchy for the person responsible for talking to 
outside agencies (like newspeople).
