I would think that this was a perfectly fair way for Dell to do business,
especially if e.g. they were selling the computers themselves at a steep
discount. I certainly wouldn't buy a Dell myself in this scenario, but I
wouldn't think it was immoral, nor expect it to be illegal, for them to
try out this business model and see if it worked.
