There are companies out there that essentially gave away computers, and one of the requirements of the contract was that you could not cover or otherwise eliminate the advertising that they put on all four sides of the monitor. So, that 17" monitor that was shipped effectively became a 14" monitor for the real content that the user wanted to see, with a 1.5" border around all four edges.
