The general opinion (well supported, it seems) is that since integrators and
resellers depend on being able to sell Windows at a reasonable price on the
majority of their systems Microsoft has a lot of leverage over these guys in
how they run their business.  If you sell a non-MS OS pre-installed MS is going
to have a chat with you about how it would be really unfortunate if they had to
jack up the price at which they will sell you Windows.
