It's probably the 32-bit Starter? I don't really care what the designation
is, just that it fulfills whatever Dell is contractually obligated to sell.
Because I'm not privy to the details of the contract, it may be possible
that Dell isn't allowed to sell a version of the OS that doesn't support
all the features of a system, which is why their web configuration system
automatically "upgrades" you when you build a system with >2G of RAM.
Perhaps they don't sell the cheaper version because they have a custom
image per-SKU and deviating from that is impossible. But it might also be
that Dell's configuration agent is just too helpful. From personal
experience, I've called and asked Dell's sales support, and they won't let
me custom-configure with a cheaper OS.

My only point here is that if you're building a system on Dell's site (or
HP's) to run Linux, you're probably going to want to get the cheapest
version of windows as possible since you're going to be tossing it in the
garbage as soon as you get the disks anyway. Might as well toss fewer
dollars into the trashcan. I realize it's probably only a difference of
$20-$30 dollars, but it just seems like such a waste of money, particularly
to spend on an operating system I don't want that I'm being forced to buy
in the first place. It's not like they sell you an OS that you can give to
a friend, they don't even send you installation media anymore, just
restoration media, if that.
