I'm not involved with the Locals committee but this makes perfect sense to me. Martin is trying to replicate the experience of a local chapter for people who do not necessarily live within geographic of one of our current local chapters. He's trying to recreate the experience of what is involved with a LOPSA chapter independent of the national organization.
