Managing monthly donations specifically for cleaning would be a
non-trivial task, unless people just want to raise their monthly
membership fees (ie, an automated donation) with the understanding that
it's to help support the cleaning.

I don't think that's necessary, though. We can always use more monthly
donations, of course, but we'll survive.

IMO, bring this up at a meeting. That's the right forum. I don't think
anybody strongly objects, it just has to be discussed is all.
