I'm talking about streaming from your own source to the Chromecast
hardware - e.g. you can do it via an app on the phone or a Chrome
browser tab. Surely the protocol to just send your own audio to the
unit is open?

And for internet streaming services, the cloud source talks directly to
the Chromecast when it's playing so all that LMS would have to do is set
up the link in the first place. It would never actually handle the
audio stream, it's just a broker.
