Whilst I have not yet completely solved my problem, I  have determined
the cause - the Windows Firewall.

If I turn off the firewall the problem disappears.
If I turn it on, it re-appears.

However, I need to do some more work on this as ports 3483 and 9000
appear to be included in my exclusions list, yet turning on the
firewall causes the SB3 stop (eventually...)
