Is there a business model that works?

For Joe public, why can't he buy a CD and for a nominal amount say 10p
per track buy a corresponding FLAC file. The FLAC file would have an
agreed standard of tagging and could either be available to customers
in a shop via a pen drive or direct to a mobile HDD. Each file when
created could be tagged with a license key which would allow playing
the files on a registered music server. This would legalise the
copies.

I know that there would be a problem with illegal file sharing, but
with each file tagged it might just persuade enough people to use the
system as pirated stuff would have their name on it. 

The advantage is that music servers would then be more easily
accessible to those who can't be bothered with ripping and tagging
their own music.
