ilounge.com seems to be a troublesome website no matter which OS you use.
It was acting up for me with JAWS as well, not as bad I will admit though.
Here's what I found to help when using VO:

1.  Make sure "Group Items" is checked in the VO Utility.
2.  Enable Tab Browsing in your advanced Preferences pane in Safari
Preferences.

Occasionally Safari will express that it's busy but for the most part I was
able to navigate it once I had things set this way.  I used the tab key
whcih allowed me to move through the "frames" that aren't really frames and
then I could either tab some more or use VO keys navigation with the arrows.
It was not perfect but I did seem to be able to navigate around fairly
successfully.

These settings may help with Bank of America as well although I can't be
sure as being Canadian and all, I have no use for that bank.  I can say
though, that I am able to navigate around my own bank's web site quite fine
with VO which I only say so that you can know that it may simply be the Bank
of America's site is optimized for IE which sometimes causes grief with VO.
